Great semantics Rusty. The point wasn't about whether its introducing a new tax or increasing a current one. Charge me with one count of posting a lazy one sentence post that didn't go into great detail on the specifics. 

But move on.

The point is he has went from a great white hope  of 'taxing the rich' to talking about taxing normal people (more).
