The guy was born here, his parents background hasn't been reported (at least that I have seen) but in their interview with the media they had Australian accents and certainly didn't come across as being of the 3rd world that your original comment suggested.

People with mental health issues come from all walks of life and this was a guy with mental health issues who was not taking his medication, his parents said as much.

Your asinine comment about the third world was strait from the One Nation play-book and this one word response only doubles down on the comment being asinine.
