Who can honestly say, that they thought voluntary self-isolation, and the like, would be good enough ? If you want to make things as watertight as possible, don't rely on "honour" systems.

Is any info available, re how many of the COVID related fines, have actually been paid ? My guess would be "SFA". This is largely a problem of the "stick" being ineffective, common sense told you from day one, that this "you do the right thing now, like a good boy" approach would not work.

pay aged care workers full time wages so they dont have to be working here there and everywhere to make wages.

How does that solve the problem, you still have people ( aged care workers) that would be mixing with a public that is carrying virus, and much more virus than now, if restrictions lifted. The very fact that aged in homes are in close contact by necessity, with the workers, makes it a tough problem. The best answer would appear to be regular and rigorous testing of people who work there.

Anyone that doesn't need to be there, should not be there, the rellies can use the phone.
