Biden has many contacts from his years in politics, is very good at negotiating outcomes. If Trump were in charge of the Republicans he would not allow that but he will not be. Unless of course he wins which is still possible

Senate will be decided in January. Currently sitting at 48-47 Republican but Dems have one more won(not declared yet though) making 48-48 and one and maybe 2 Georgia Senate races will have to go to runoffs. One definitely is and in the other Perdue is on a flat but reducing 50% of the the count, down from 52.4% and if he drops below 50% a runoff is mandatory.

It will be interesting to see how the Senate Republicans behave without Trump standing over them threatening their jobs if they dont fall in line with his insanity. With enough moderate Republicans and a thin margin, there might be some common sense.

I know he doesn't and the Republican party could lurch the other way in response to Democrats shifting left, but I am not sure that will happen without the Senate.
The first few months will tell with health care and COVID relief top of the agenda. The Tea Party will not entertain either but there is an opportunity for moderate Republicans interested in a new posture post Trump to be less obstructive. I think there are enough moderates like Romney, Collins Murkowsky who didn't have hard Trump voting records, and others for some dialogue to take place,

That is what he did with Obama, declared he would be a one term President and blocked everything, but it is a bit different this time.
He has his 6-3 SCOTUS and a couple of hundred other judges and is running defense on appointments now. Also the health care issue has dramatically changed since 2012 where the imperative was destroying Obamacare. Now over 60% of Republicans want health care and they lost House seats in 2018 on it. COVID will not be sorted out in a hurry and it and it's health insurance implications will be major in the run to midterms in 2022. While Republicans will be defending less Senators in 2022, they will also have a slim margin if any at all. These 2 January runoffs are critical, and could even deliver Dens the Senate which would make this discussion pointless.
