19% of how many  ?  200/ 100/ 10  criminal cases ? .. big difference between 19% of those numbers, don't you think ? If there were 200 still 162 or 100 still 81.

I am sure none live in Brighton, which is a suburb in the middle of Bayside, if Bayside extends from Port Melbourne down to Frankston, however some could live down near Frankston, which would only be a 20 minute drive in a stolen car on the way up to Brighton.

Interesting thing about Bayside City Council -  the councillors are all independents, according to wikipedia anyway.

Overall (in 2021), Bayside experienced the lowest rate of crime for any region in the southern metro area for a 10th year in a row. 

Bayside recorded 3347 total criminal incidents. There were 8358 in Frankston, 9461 in Port Phillip, 11,671 in Greater Dandenong and 14,294 in Casey
