It has been reported that they felt they had to respond to the occupation of the US Iraqi Embassy. Trump was playing golf with John Daly and didn't want to be disturbed. It was hard to get his attention, so they added the execution at the bottom of a list of options to give it a feeling of higher importance for him, but with no expectation he would actually do it. He did.
