Someone is making a banned chemical that destroys the ozone layer, scientists suspectEmissions of a banned, ozone-depleting chemical are on the rise, a group of scientists reported Wednesday, suggesting someone may be secretly manufacturing the pollutant in violation of an international accord.

Emissions of CFC-11 have climbed 25 per cent since 2012, despite the chemical being part of a group of ozone pollutants that were phased out under the 1987 Montreal Protocol."I've been making these measurements for more than 30 years and this is the most surprising thing I've seen," said Stephen Montzka, a scientist with the National Oceanic and Atmospheric Administration who led the work. "I was astounded by it really."

It's a distressing result for what's widely seen as a global environmental success story, in which nations — alarmed by a growing "ozone hole" — collectively took action to phase out chlorofluorocarbons.

The finding seems likely to prompt an international investigation into the mysterious source.Officially, production of CFC-11 is supposed to be at or near zero — at least, that is what countries have been telling the United Nations body that monitors and enforces the protocol. But with emissions on the rise, scientists suspect someone is making the chemical in defiance of the ban.

"Somebody's cheating," said Durwood Zaelke, founder of the Institute for Governance and Sustainable Development and an expert on the Montreal Protocol, in a comment on the new research. "There's some slight possibility there's an unintentional release, but . . . they make it clear there's strong evidence this is actually being produced."

But for now, the scientists don't know exactly who, or where, that person would be.Measurements from a dozen monitors around the world suggest the emissions are coming from somewhere around China, Mongolia and the Koreas, according to the study. The chemical can be a byproduct in other chemical manufacturing, but it is supposed to be captured and recycled.

Zaelke said he was surprised by the findings, not just because the chemical has long been banned, but also because alternatives already exist, making it hard to imagine what the market for CFC-11 today would be.

The research was led by researchers with the US National Oceanic and Atmospheric Administration with help from scientists in the Netherlands and the United Kingdom. Their results were published in the journal Nature.

There is a small chance that there is a more innocent explanation for the rise in CFC-11 emissions, the scientist say.

They considered a range of alternative explanations for the growth, such as a change in atmospheric patterns that gradually remove CFC gases in the stratosphere, an increase in the rate of demolition of buildings containing old residues of CFC-11, or accidental production.

But they concluded these sources could not explain the increase, which they calculated at about 13 billion grams per year in recent years. Rather, the evidence "strongly suggests" a new source of emissions, the scientists wrote.

"These considerations suggest that the increased CFC-11 emissions arise from new production not reported to UNEP's Ozone Secretariat, which is inconsistent with the agreed phase-out of CFC production in the Montreal Protocol by 2010," the researchers wrote.CFC-11, used primarily for foams and in refrigerators, can lasts up to 50 years in the atmosphere once it's released. It is only destroyed in the stratosphere, some 14 to 29 kilometres above the planet's surface, where the resulting chlorine molecules engage in a string of ozone-destroying chemical reactions. That loss of ozone, in turn, weakens our protection from UV radiation at the Earth's surface.

The chemical is also a powerful greenhouse gas that contributes to global warming.

The paper's findings are "environmentally and politically quite serious," said Robert Watson, the former NASA scientist who organised bracing flights high into the Antarctic stratosphere to study ozone depletion in the 1980s, in an emailed statement."It is not clear why any country would want to start to produce, and inadvertently release, CFC-11, when cost effective substitutes have been available for a long while," Watson continued.It is therefore imperative that this finding be discussed at the next ministerial meeting of governments given recovery of the ozone layer is dependent on all countries complying with the Montreal Protocol (and its adjustments and amendments) with emissions globally dropping to zero."Watson suggested that aircraft flights might be necessary to better identify the source of the emissions.

Keith Weller, a spokesman for the United Nations Environment Program, which administers the Montreal Protocol, said the findings will have to be verified by the scientific panel to the protocol, and then would be put before the treaty's member countries.

"If these emissions continue unabated, they have the potential to slow down the recovery of the ozone layer," Weller said in a statement. "It is therefore, critical that we take stock of this science, identify the causes of these emissions and take necessary action."

Unreported production of CFC-11 outside of certain specific carve-out purposes in the treaty would be a "violation of international law," Weller confirmed, though he said that the protocol is "non-punitive" and the remedy would probably involve a negotiation with the offending party, or country.

But Zaelke thought the finding could promote tougher action.

"This treaty cannot afford not to follow its tradition and keep its compliance record," he said.

"They're going to find the culprits. This insults everybody who's worked on this for the last 30 years. That's a tough group of people."Overall, it is important to underscore that the ozone layer is slowly recovering and ozone-depleting substances are still declining. But the apparent increase in emissions of CFC-11 has slowed the rate of decrease by about 22 per cent, the scientists found. This, in turn, will delay the ozone layer's recovery, and in the meantime leave it more vulnerable to other threats.

"Knowing how much time and effort and resources have gone into healing the ozone layer, and to see this is a shocker, frankly," said Montzka.

At our local waste transfer station it used to cost $70 to drop off a fridge that still contained refrigerant. Ones that did not were free. Guess what many people did? Now imagine the fate of a couple of hundred million old fridges around the world (and I would hazard a guess,refrigeration plants.)

It's probably saving some Chinese company .3 cents in the dollar. Given that all this environmental stuff is baloney, why wouldn't they maximise profits? After all, humans are well known to safely consume arsenic and lead and holes in the ozone layer are just a green conspiracy.

now, what facts are you talking about?

here is a fact for you marble; world wide winds have bee dropping the last 40 years and the eco scientists dont know why. does not auger well for the wind farms.

one theory, is because of the increase in vegetation growing stronger and taller. how ironic.....

As far as I was aware winds are caused by differentials in atmospheric pressure and temperatures. Any link to this “vegetation” theory?

The wind is slowing down


Near-surface wind speeds over landmasses across the planet have dropped by as much as 25% since the 1970s, and climate scientists are taking note. Michael Lucy reports.


The wind isn’t what it used to be. Scientists say surface wind speeds across the planet have fallen by as much as 25% since the 1970s. The eerie phenomenon – dubbed ‘stilling’ – is believed to be a consequence of global warming, and may impact everything from agriculture to the liveability of our cities. It has taken more than a decade for scientists to get a handle on stilling, a term coined by Australian National University ecohydrologist Michael Roderick in 2007.

Roderick had spent years studying a 50-year decline across Europe and North America of a climate metric called pan evaporation. It measures the rate at which water evaporates from a dish left outside. With his colleague biophysicist Graham Farquhar, he found the cause: the sunlight had dimmed due to air pollution. Less light equals slower evaporation.

In 2002, after publishing the explanation in the journal Science, Roderick received a query from Roger Beale, the head of Australia’s federal department for the environment. Was pan evaporation also declining in Australia? “To my embarrassment,” Roderick recalls, “I had to say I didn’t know, because I’d never looked.”

Two years later, he had an answer: the pan evaporation rate was also falling in Australia. It was puzzling, however, as air pollution levels on the continent were lower than those of Europe or North America.

Roderick went back to basics. The rate of evaporation depends on four factors: air temperature, humidity, the amount of solar radiation and wind speed. After another three years of combing through meteorological records, he had pinned down the culprit: “To my absolute surprise, we found the main reason for the drop in Australia was less wind – and by a lot.”

Roderick unearthed other local studies from around the world with similar findings, but till then no one had joined the dots.

He teamed up with Tim McVicar, a hydrologist at Australia’s national science agency, the CSIRO, who was looking for global wind patterns and their effects on evaporation. In 2012 this team – led by McVicar – compiled results from almost 150 regional studies to show stilling was taking place across much of the world.

In Australia in the 1970s, average wind speed a couple of metres above the ground was 2.2 metres per second: in 2017 it was 1.6 metres per second.

Over landmasses from as far north as Svalbard, 1,050 km from the North Pole, to as far south as the coast of Antarctica, “observations show that wind is stilling”, McVicar says.

Conversely, the wind is getting faster around the poles and in certain coastal areas. In a perplexing twist, ocean winds also appear to be accelerating.

Several explanations have been proposed for the stilling.

Robert Vautard, who studies climate change at France’s National Centre for Scientific Research, has a benign answer for some of the change: more vegetation, spurred by rising temperatures and carbon dioxide levels. It increases ‘surface roughness’, which slows the wind.

The planet’s rising temperatures are another likely culprit.

One projected consequence of global warming is expansion of the ‘Hadley cell’, a planet-girdling double doughnut of atmospheric circulation in which warm air rises near the equator, loops towards the poles, cools and falls to the surface at around 30 or 40 degrees latitude, then heads back to its origin. This circulation, combined with the Coriolis effect of Earth’s rotation, causes the consistent easterly trade winds found in the tropics and the prevailing westerlies of the middle latitudes. An expanding Hadley cell means many common storm tracks are slipping towards the poles, taking their high winds – and associated rainfall – away from the temperate regions.

Roderick takes a more telescopic view: air movements are powered by differences in temperature at different places. The bigger the difference between warm and cold air, the stronger the wind. One effect of global warming is to flatten those differences. The poles are warming faster than the equator, winters are warming faster than summers, and nights warming faster than days. “Everything becomes more uniform,” Roderick says.

What does the drop in wind speed mean? The decrease in evaporation has immediate implications for the precision calculations used in modern irrigation, and more complex effects on rainfall patterns.

While less evaporation may be good for some plants in arid areas, stilling may make others less able to disperse wind-blown seed to suitable new habitats, and hence less resilient to climate change.

Less wind could also hurt city-dwellers. In what may be a taste of things to come, the winter of 2016/17 saw Europe becalmed, leading to smog so bad that Paris banned cars for six days, and the city of Skala in Poland briefly overtook Beijing atop the world’s air-pollution tables.

Potential effects on wind power are another area of concern, though there does not appear to be anything to worry about in the short term. Stilling has so far been detected only at heights up to 10 metres, while turbines harvest their energy 50 to 150 metres above the ground.

“We certainly haven’t seen anything that looks like stilling,” says Keith Ayotte, the chief scientist of Australian wind power outfit WindLab, who monitors more than 100 sites across the world where the company has turbines.

Though these higher-altitude winds will change over the 21st century, Vautard has used climate simulations to project the effect on total wind power available across Europe is unlikely to be more than 5%. One difficulty with prediction is a lack of observations. As McVicar notes, accurate and consistent measurements only exist “for the past 40 or 50 years”.

Cesar Azorin-Molina, a climate scientist at the University of Gothenburg in Sweden, has embarked on an EU-funded archival project with the effortful acronym STILLING: “TowardS improved undersTandIng of the worLdwide decline of wind speed in a cLImate chaNGe scenario.”

His mission is “rescuing historical wind speed data” like logbooks from Ponta Delgada in the Azores and Blue Hill Observatory in the US that go back more than a century. The age of anemometers – the devices that measure wind speed – can affect readings but, by compiling a single set of quality-controlled data, Azorin-Molina hopes to determine whether stilling is purely a recent phenomenon or if similar declines have happened in the past.

For McVicar, the stilling of the planet’s winds is a reminder that global warming has multiple and unpredictable flow-on effects. “We’re dealing with climate change, not just rising temperatures.”

Brisbane Times reported that Coolangatta, a Gold Coast suburb, had its 'coldest June morning ever recorded' as temperatures dropped to 0.6 degrees today.

Lucky you have the richest deposits of clean coal in the world up there ... at least the cost of heating your home should be comparatively cheap ...

Your joking ..   Our coal is either in the ground or on a ship to China.

It's freezing and I cant use the heater unless I back 3 winners a day.

Yesterday i was cold and surviving on weet bix .

Fillet tonight and some heating ...     I warm up by thinking of what I'm going to do with Megan Gale when Santa puts her in my stocking this year.
