and sells big in Saudi Arabia.

In Lebanon, factories churning out captagon are largely based along the restive border with Syria, including the towns of Arsal, Flita, and Brital in the east and Wadi Khaled in the north, the security source said.

"Captagon factories don't need a lot of space. You could produce millions of capsules in a minivan without making any noise," a second security source in Lebanon said.

A captagon producer in Lebanon's vast east Bekaa Valley, on condition of anonymity, said dealers typically buy captagon from him in packages of 200 capsules.

"Producing captagon requires amphetamine, which you can get from ketone, in addition to rubbing alcohol and citric acid," he said.

He dries the ingredients and transfers them to a pressing machine typically used to make hard candy.

From there, the drugs are transported to Lebanon's seaside airport to be smuggled to eager consumers, mostly in the Gulf.

"Captagon isn't popular in Lebanon, and the level of demand does not compare to the other kinds of drugs because of its price - between $5 and $10 per pill," the Lebanese security source said.

"Gulf countries are the number one captagon consumers, especially Saudi Arabia. Most of the smuggling operations that are busted are heading to Saudi.

"The reason they consume this drug in particular is their belief that it is a sexual stimulant," he added.

The Saudi interior ministry announced in November that it had seized more than 22.4 million capsules of amphetamines.

ARWICK FARM TRACKWORK – Saturday 18 June 2016 Sampeah – Stewards today inquired into the catastrophic breakdown of the gelding. Evidence was taken from trainer Mr J O'Shea and Racing NSW Senior Official Veterinarian Dr C Suann, who reviewed the treatment and veterinary records for Sampeah. Mr O'Shea advised the Stewards that the gelding had had no issues of concern leading into the morning of the breakdown and had not been receiving any relevant treatments this preparation. After considering the evidence, the Stewards found that Sampeah had suffered a fracture of the proximal sesamoid bones in the right foreleg and, as there was no relative pre-existing condition, the inquiry was concluded on that basis

Raymond Spokes, btn a nose by first race ride jock Eric? CHEUNG on RADIOLOGIST, protested against CHEUNG for excessive whip....dismissed

Later in a 800m race,a 2yo having its second start over an unsuitable? distance,Raymond rode a very quiet race into 4th. (last on the home turn).I will watch it next start.

Trainer BELLAMY doesn't like "BLAZING LIGHTS" type performances.

Trainer JOHN O'SHEA (at the Randwick track) said they requested fav MOGADOR be scratched considering the unfair barrier this horse had (barrier 1) on a track playing to the outside rail. (EAGLE FARM today)

Request denied.

Surely they would have been upset,hence the horse stayed to the inside all the way and was a gallant 5 to 6 length 3rd.

Only a brave person would bet it, after knowing the request.

Stewards Media Release - Upcoming Stewards Inquiries

Racing NSW Stewards have scheduled the following inquiries to be conducted next week

1. Jockey Blake Shinn – Riding of Thud

The continuation of a Stewards inquiry in respect to jockey Blake Shinn’s riding of Thud in Race 4 - Schweppes Handicap run at Rosehill Gardens on Saturday 18 June 2016, will be conducted at the Offices of Racing NSW Level 11/51 Druitt Street Sydney commencing at 2.30pm on Tuesday 28 June 2016.

2. Jockey Kathy O’Hara

Licensed jockey Kathy O’Hara was yesterday issued with a charge under Australian Rule of Racing 160B(3) of having in her possession and using a mobile telephone whilst she was present in the jockeys room at two race meetings. The hearing of the charge is scheduled to be conducted at the Offices of Racing NSW Level 11/51 Druitt Street Sydney commencing at 2pm on Monday 27 June 2016.

3. Mr Glenn Pollett

Racing NSW Stewards have provided notice to Mr Glenn Pollett, that he is required to attend a stewards inquiry into comments he made on Monday 6 June 2016 during a broadcast online at www.puntersshow.com.au relating to jockey safety. The inquiry is scheduled to be conducted at the Offices of Racing NSW Level 11/51 Druitt Street Sydney commencing at 11am on Thursday 30 June 2016.

4. Disqualified Trainer Mr Stephen Farley

Racing NSW Stewards have provided notice to disqualified trainer Mr Stephen Farley, that he is required to attend a stewards inquiry relative to comments attributable to him in an article published on the website www.G1X.com.au on 17 June 2016 entitled “Farley fails in cobalt appeal, cops 12 months”. The inquiry is scheduled to be conducted at the offices of Racing NSW Level 11/51 Druitt Street Sydney commencing at 3pm on Thursday 30 June 2016

Whip Rules (Racing Australia Media Release)

Racing Australia Media Release

The Board of Racing Australia has considered a report from its National Chairmen of Stewards Committee on the new whip rules since their introduction on 1 December 2015.

The Board resolved to refer the report to each Principal Racing Authority (PRAs) for their consideration.

The Board also formed a Sub-Committee chaired by Racing Australia Director, Des Gleeson and including representatives from Racing New South Wales (Peter V’landys AM), Racing Victoria (Bernard Saundry) and Racing and Wagering Western Australia (Bob Pearson) to receive and consider feedback from the PRAs.

In addition, the Sub-Committee will seek written submissions from stakeholder groups and participants and if appropriate will meet with them. The Sub-Committee will report to the 14 September Racing Australia Board meeting.

Australian Turf Club To Undertake Full Rebuild Of Kensington Track

The Australian Turf Club Board has resolved to undertake a complete rebuild of the Kensington track to allow it the best chance to stage racing all year round.

In consultation with Racing NSW, the Australian Turf Club plans to build a modern and superior drainage system as a major part of the design of the new surface.

The ATC Board opted to fully rebuild and resurface the track to cater for racing through Winter and Autumn months, which have historically been affected by wet weather, particularly at Royal Randwick.

Australian Turf Club Chief Executive Officer Darren Pearce said the Board wanted to adopt similar techniques to the Canterbury Park track design, which in recent decades has stood the test of time and gained the confidence of the racing industry.

“The ATC has conducted with Racing NSW a detailed and diligent study into the best way forward for the Kensington track, and feels that starting from scratch gives us the best long-term future,’’ Mr Pearce said.

“We have held extensive discussions with a wide range of Industry experts and participants and while this has taken some time, we are taking every measure to achieve an optimum long-term result for the industry.

“At the heart of the new design will be an amplified drainage system which we are confident will allow the track to perform across the year, especially during periods of poor weather.

“We hope to start work as soon as possible to take advantage of the optimum weather conditions during the Spring and Summer months of 2016 for construction and early growth, and aim to be back racing on the Kensington track in the summer of 2017.’’

Racing NSW Chief Executive Officer Peter V’landys AM applauded the decision by the ATC Board, stating: “Racing NSW is most pleased that the ATC has made this important decision to construct a track that meets the requirements to handle all conditions, and in accordance with our standard for new tracks.

“This will ensure that the punters have a surface that enables them to bet with confidence and, equally as important, is safe for both jockey and horse.’’

Stable Lease - Expressions Of Interest (Wyong Race Club)

Wyong Race Club has a modern 20-stall stable complex incorporating wash bay, feed room, and tack room for immediate lease. The stables are situated on the racecourse.

The lessee will have the option to purchase an existing covered six-horse walker which is attached to the stable.

Wyong has excellent training facilities including two sand tracks and a new equine pool. Wyong stages 22 race meetings each year and conducts regular trials and grass jump outs.

Wyong is ideally located within reasonable proximity to the Sydney Metropolitan, other Provincial & Country tracks. There are currently approx 240 horses trained at the track.

3. Appeal deposit of $200 is forfeited.

Incubus – Buffeted on jumping. Prior to the declaration of correct weight stewards considered an objection lodged by R Spokes, rider of second placegetter Incubus, against Radiologist being declared the winner of the event alleging the geldings rider, apprentice E Cheung, was in breach of the whip rules, namely AR137A(5)(a)(i) and AR137A(5)(a)(ii). After taking evidence from all relevant parties, and viewing official video footage, stewards established that prior the 100m apprentice E Cheung used his whip on twelve occasions, in breach of AR137A(5)(ii) which only permits five. Further, apprentice E Cheung had used his whip on consecutive strides in breach of AR137A(5)(i). When considering the objection stewards established that at the entrance to the straight Radiologist was trailing Incubus, by approximately 1.5 lengths, and quickly commenced to make ground on that runner under hands and heels pressure only before continuing to improve into a position directly outside Incubus by the 150m. Further, stewards appreciated that over the final 100m apprentice E Cheung used his whip sparingly and Radiologist did not lose ground against Incubus whilst that runner, which was ridden with strong whip pressure failed to gain ground on the winner. As the stewards were not comfortably satisfied that had the whip use of apprentice E Cheung prior to the 100m not occurred Incubus would have finished equal or ahead of Radiologist the objection was dismissed and correct weight declared. Subsequently apprentice E Cheung in the presence of his master Mr G Yorke pleaded guilty to a charge under AR137A(5)(ii). Apprentice E Cheung’s permit to ride in races was suspended for a period to commence on Saturday the 25th of June 2016 and to expire on Saturday 2nd of July 2016, on which day he may ride. Further, apprentice E Cheung was fined $500. Apprentice E Cheung was referred to the riders advisory panel for further tutelage and guidance with the whip rules and their application

This kid won at his first ride. He's obviously been nurtured correctly.
