Not sure I follow djebel?

The horse is limited, Has had 11 starts for 3 wins and 4 placings and earnt $100,000. The only problem with what he is doing, is that the horse might be a wet tracker.

I would say most owners would be okay if they have a limited galloper, with winning nearly 9 grand a run.

He is also obviously a horse which does not mind stable life, because Weir is doing what a lot of other trainers could do, but do not, with middle distance and staying types, and that is keep them in training, and do not spell them for 3 months.
Remember, it might take intelligence to be smart , but it takes experience to be wise

Not spelling horses over a respectable length of time seems to almost be non existent these days , owners , trainers too impatient, they say " I'll give him3 or 4 weeks off", how can they developed or fully let down?..so much money and good racing around for all, I'm afraid patience may be really just a card game.

Leading Victorian trainer Darren Weir's almighty team has become a little stronger, with multiple Listed winner Trap For Fools joining his yard from Western Australia.

The move east comes on the back of a campaign in which the four-year-old, who has won 10 of his 22 career runs, won eight of 12 starts under the tutelage of Lindsey Smith. 

Included in his most recent campaign were three straight Listed victories in a run of six straight wins at Ascot.

He rounded out his preparation with a sixth in the Group Two Perth Cup (2400m) on New Year's Day.

Weir is once again having a dominant season, having trained 386 winners nationwide. 

Leading Sydney trainer Chris Waller has trained the second most winners but his current mark of 271 is a long way short of Weir. 

Other horses who have made the move from the west to Weir include Black Heart Bart, Star Exhibit, Real Love (now retired), Tick Tick Bloom, Tradesman and Whispering Brook.

How did they ever allow one stable to amass 643 horses?

What Racing Victoria need to do is gather all of Weir's 643 horses in one place.  And then give Weir one day to both train and feed as many horses as he can.  The ones he is able to train and feed he gets to keep in his stable.  The rest must be sent to other stables

Racing NSW can then do the same with Chris Waller

He does not have 643 horses in work.
More than half of them would be either spelling, pre-training.
